If an author is shown on the report, use the author’s last name, as in (Gibson, 2012, p. 3).

If no author is shown, use the name of the government agency, as in (U.S. Department of Energy, 2012, p. 75).                                            

Gibson (2012) stated, “The windmill provides the area pollution-free energy” (p. 3).

The U.S. Department of Energy (2012) reported, “Wind research is critical to the environment as well as job growth” (p. 75).

Paraphrase 

If an author is shown, use the author’s last name, as in (Gibson, 2012).
